No, it’s a pistol holder built into the butt of a rifle stock. They’ve been around a while they are just stupid and impractical.
It’s a little bit cool, but not nearly as cool as I thought it was. Granted, a pistol to rifle adapter wouldn’t be very practical either.
If you ever want to build one, just remember bullets don’t like going around corners.
